No step inside, but the spa rooms are small. Some wheelchair might not be able to go through. The staff is very nice and willing to accommodate, so recommend to contact them in advance.

This amazing building looks from the outside like a typical office block. However, like much of Central Tokyo, there was a plethora of incredible restaurants hiding just beneath.

Lot of dining options.
The only drawback is the location, every restaurant is underground.

Building contains a few dining places but other than that it's an office building. They've a good bakery and the Mexican on the second floor isn't bad; cheap tapas dishes from 300-500¥.
