perpetrators use a standardized playbook. They learned a lot of these brutal tactics from eastern block countries. They use a lot of discrediting methods so people won't believe it; this is to mitigate exposure of the program. The tactics allow the perps anonymity and allow further victimization. They thrive on anonymity and lack of repercussions. The stalkers are really cunning, they know how to deceive or convince the general audience.
Hundreds of thousands of people report being stalked by people they don't know, but FBI makes no mention of this fact. The basic nature of the crime - namely that it is a government counterintelligence program - is an unavoidable conclusion since the scope of the activity would make it impossible for it to go undetected by America's now-massive homeland security and information-sharing infrastructure.

Private security or intelligence subcontractors are given the technology and carte blanche to go after anyone they want. Gang stalking is used by corrupt and repressive law enforcement agencies and private contractors (and their friends).
They recruit criminals to do some of the street-level gang stalking - it makes sense, those with low morals are probably most effective at perpetrating these crimes. What's striking is that they really want to hurt the victim, they enjoy it, and once they start, they never stop. It seems this is why they get immoral people to do it, and then they train them using a standardized playbook. It's sadistic,; if you enjoy sitting at a computer, watching a total stranger and just torturing them 24/7, that certainly is evil. And the people they target says a lot about them.
